To provide a method and apparatus for emitting waves that impart a high reducing property (electron or hydrogen supplying property) to indoor and outdoor prescribed spatial regions and to physical objects such as plants and animals present in the regions.

A coaxial cable of a prescribed length obtained by disposing a dielectric substance 3c between an inner conductor 3a and an outer conductor 3b is used as an emitter 3 and a plurality of such cables are pectinately arranged and connected in series to oscillators that supply high-frequency AC. A capacitor 5 is interposed between the inner and outer conductors 3a, 3b of each emitter 3 and electric currents are supplied to the conductors 3a, 3b in directions reverse to each other to emit waves that impart a reducing property by electron donating action to objects.
