Data 44, showing a material, a material use stage, a discharge stage, and a material use amount, which are sent from a client terminal 36 through a network 40 are inputted and stored and the material which is inputted is used as a key to perform retrieval from a material component database 19 in which a contained chemical substance and contents are stored corresponding to the material; and the retrieved chemical material and the material use stage and discharge stage which are inputted are used as keys to perform retrieval from a material balance coefficient database 20 where the rates of discharging and moving of the chemical substance are stored by destinations while made to correspond to the chemical substance, material use stage, and discharge stage, and the discharged and moved quantities of the chemical substance by the destinations are calculated according to the retrieved discharged and moved rates, the material use amount which is inputted, and the retrieved contents and then sent to the client terminal 36 through a network 40.
