Abstract:
PROBLEM TO BE SOLVED: To avoid effects on other congestion control processings by restriction over a same restriction object by discriminating modification of a connection condition, continuity of control or interruption of control based on congestion information and on an overall connection state, and instructing the modification in the control condition or the interruption of control to a transmission operation system and a congestion service control node depending on the result of discrimination.
SOLUTION: Service control nodes 1, 1' detect congestion of its own service control node and informs an intelligent network operation system 5 of the detected congestion. On the reception of an instruction of transfer of the congestion information from the system 5, the congestion information is transferred. Moreover, release of congestion is detected and it is informed to the system 5. Furthermore, based on a restriction instruction from a transmission operation system 6, a transmission system node 2 restricts a processing request for the service control nodes 1, 1'. Thus execution state of restriction is periodically sent to the transmission system 6.
