A water curtain generator 2 for forming a dome-like water curtain 7 is provided in the upper part of a dust generation source, and a water curtain receiving bucket 3 for receiving the dome-like water curtain 7 is installed in the lower part thereof. The water curtain generator 2 is composed of an upward/downward cylindrical nozzle 2A and a disk-like flow straightening plate 2B having a gap 2A2 for forming a water curtain water film in the tip small port 2A1 of the cylindrical nozzle 2A. When a ring is rotated, the flow straightening plate 2B is raised, and the gap 2A2 for forming a water curtain 7 water film is extended/contracted.
