PURPOSE: To improve an average transfer speed by successively moving a storage media head to an adjacent sector and reading video signals.
CONSTITUTION: Input video signals are time axis compressed in a block unit by a time axis compression section 301 and are supplied to a packeting section 302. Here, block identifiers are added, are placed in a packet information field and are recorded to a magnetic disk 312 through a recording and reproducing interface 303. At that time, the signals are format converted and recorded at the prescribed position of the disk 312. The head successively and monotonously scans sectors and tracks in the radial direction of the disk 312 at a transfer speed ratio and records the signals. Having repeated the above operations for n times and the input video signals are completely recorded and previously recorded signals are simultaneously read. At a user request, an identifier discrimination packet extraction section 304 successively extracts specific phase packets by the identifiers in the packets which are multiplexed during a recording, a time axis expansion section 305 expands the video signal section and outputs output signals 306.
