To eliminate the need for the back-filling works of a filter medium, and to prevent the positional displacement of a collecting pipe.
In the laying method, a collecting-pipe block 10 is used. The block 10 has a collecting-pipe unit 12, a frame body 14 and the filter medium 16, and the whole shape is formed in a rectangular shape. The unit 12 is penetrated and installed into the frame body 14 so that an end section is projected to the outside from the two opposed surfaces of the frame body 14. The filter medium 16 is used for removing a foreign substance from water taken into the unit 12, and has a fine filter medium 16a, a coarse filter medium 16b and an intermediate filter medium 16c. In the collecting-pipes 10, numbers required for constructing collecting pipes are manufactured previously, and the blocks 10 are immersed on the natural ground 18 of the bottom of the water. The units 12 of the blocks 10 are mounted adjacently so that end sections are adjoined mutually in this case, and sections among the end sections of the units 12 are connected to communicate with each other.
