A method for manufacturing a coating material for forming a transparent coat film features, when manufacturing silica-based hollow particles whose average particle diameter (Dn) and refractive index are confined respectively to ranges of 20-80 nm and 1.10-1.40 by forming, so as to realize eventual thicknesses of 1-10 nm, silica coat layers on composite oxide nuclear particulates consisting of silica and an inorganic oxide other than silica and having an average particle diameter of 19-70 nm and by then removing the inorganic oxide other than silica, the adjustment of the particle diameter variation coefficient of the silica-based hollow particles within a range of 1-50% by combining methods of (1) through (6) and then the mixing of the obtained silica-based hollow particles with a matrix-forming component and a polar solvent.
