A reformed ash produced as a result of combustion of a mixture of dust coal and a reforming agent in a dust coal boiler 102 is divided into a reformed ash having a small particle size of, for example, 20 m and a reformed ash having a large particle size of 20 m by a classifier 104. An exhaust gas having passed through the classifier 104 is desulfurized in an SOx removing apparatus 106, and thereafter discharged from a smokestack 107. The reformed ash having a large particle size of 20 m is mixed with a cement material. The reformed ash having a small particle size of 20 m is returned to a furnace of the dust coal boiler 102, and supplied for combustion with dust coal.
