PURPOSE: To resolve problems of a security function and to maintain a safe network environment by executing bidirectional permission check like a link by each processing server.
CONSTITUTION: A processing server 12 processes one or more processing services 19 for a selected host 16 in the network. The processing server 12 adjusts proper control for transfer of management operation to the host 16 so that it is executed by the processing service 19. The processing server 12 provides an interface for another system connected to a local system of the network. The identity of a processing server trusted to receive an operation to be executed from a database having a reliability relation) is retrieved, and the operation to be executed from one of processing servers is transmitted to the identified trusted reception processing server. The existence of a reliability relation to the transmission processing server is confirmed by the trusted reception server.
