PURPOSE: To obtain a special reproduced picture which is stable and easy to see capable of reducing the degradation of picture quality showing up noticeably in a low multiple-speed number in a digital VTR recording and reproducing a digital picture signal compressed by a high efficiency encoding.
CONSTITUTION: Since plural data areas corresponding to a multiple-speed number 53, 54, 55 are provided in the unit of the number of tracks distinguished by pilot signals F1, F0, F2, F0 for a tracking, a special reproducing is made possible with the discrimination of only pilot signals. Since the multiple-speed number is determined by the divisor or the multiple of the maximum number of tracks distinguished by the pilot signals for the tracking and track areas where a head is capable of reproducing the signal are made wide in the low multiple-speed number, at the time of the low multiple-speed number, the frequency component data having a DCT much more and data having a wide picture range wider than that of data at the time of a high multiple-speed number can be reproduced, a special reproduced screen which is adaptable to the low multiple-speed number and which is stable and easy to see is provided.
