A hydraulic machine is actuated using a head wind as a wind power load generated by a power of a transporting machine, or a direction of the head wind is changed to convert it into a buoyancy, so as to save energy, and reduce exhaust gas. In the case of an aircraft, although the aircraft flies by a conventional system for flying by partly converting a propelling force due to a power into a buoyancy by an angle of a blade of a wing, or only by a large propelling force like a rocket, the aircraft is made to fly by actuating the hydraulic machine with the head wind to increase the buoyancy, so that the aircraft can make a landing while keeping a balance of the buoyancy and a gravity like a parachute without directly resulting in an air crash even in the case of stalling, according to a structure of a transporting machine. Also, in an automobile, it is constituted by a device with a structure capable of safe traveling by directing the head wind used for generating the buoyancy once to the plate, rotating and directing it, and converting the wind into a wind power for pressing a rear part downward.
