To evaluate the function of a medical institution by simulating a medical function by the medical institution, and imparting objective evaluation criteria concerning the medical function.

A medical cooperation network organized by hospitals to accomplish the medical function when earthquake disaster is defined as the medical institutions for the earthquake disaster, and the medical functions are made into a model, and simulated. The medical function model includes: an "outpatient", "selection for medical examination departments by condition", a "waiting patient", a "medical examination at the medical examination departments", and a "treatment after the examination", by defining a medical activity process model for simulating a medical activity process in each hospital as a configuration unit. The medical activity process in each hospital is simulated in parallel at every patient in each condition on the basis of the medical activity process model. Then information is obtained concerning the number of the outpatients, the number of the waiting patients, and the number of examined patients, etc., in relation to the patients in the respective conditions at every hospital. Thus, the medical functions by the medical institutions (the medical cooperation network) are evaluated with the information as evaluation criteria.
