To provide a mixing element which can be manufactured at a low cost, has a high mixing and stirring effect, and can be easily increased in size; and to provide a static fluid mixer using the same.

The mixing element 1 includes a cylindrical passage pipe 2 through which a fluid flows, and a plurality of spiral first blade bodies 3 of a clockwise rotation type each formed of a porous body and installed in the passage pipe 2. A cylindrical first inner pipe 5 is disposed inside the blade bodies 3. A plurality of spiral blade bodies 6 of a clockwise rotation type are installed in the inner pipe 5, and an opening 9 is formed at the axis part of the blade bodies 6. The static fluid mixer is formed by using the at least one mixing element 1.
