A steam turbine rotor wheel (48) includes a plurality of blades (10) having a pocket (20) formed at a wing profile part, and the plurality of blades are divided into two blade groups (A, B). The pocket of one blade group (A) is filled with one or a plurality of kinds of polymer fillers, and the pocket of the other blade group (B) is also filled with one or a plurality of kinds of polymer fillers. Then the polymer filler of the one blade group generates a natural frequency or a decay property different from that of the polymer filler of the other blade group at the one blade group. The blades of the two groups are assembled on the rotor wheel in accordance with a predetermined pattern.
