An on-vehicle device 200 of an electric vehicle 100 for welfare can detect the fact whether a user is riding in the electric vehicle for welfare or not, and whether the electric vehicle for welfare is moving or not. Upon receiving a call from a monitor communication terminal 210, the on-vehicle device 200 judges whether a user is in a situation capable of performing communication using the on-vehicle device or not based on the detection results of whether the user is riding in the vehicle or not, and whether the electric vehicle for welfare is moving or not. The user is made to perform communication using the on-vehicle device if it is possible. Otherwise, a communication apparatus optimal for current situation of the user is selected from other registered communication apparatus (user home telephone 260 or portable telephone 280) and a communication request is transferred.
