To provide a technology of attaining high speed cell movement, so as to enhance the quality of a call at communication.
A mobile unit 10 includes: a transmission/reception section 11; a quality decision section 12; and a cell movement control section 15. The quality decision section 12 monitors the magnitude correlation between communication quality QC2 of a moving destination cell C2 and a prescribed value a, and informs the transmission/reception section 11 of the effect that a relation of the communication quality is QC2>a when it becomes so. The transmission/reception 11 receiving the notice starts reception of notice information of the moving destination cell C2 distributed from a base station B2 prior to the establishment of a cell movement condition (QC2>QC1). When the cell movement condition is established thereafter, a cell movement control section 15 uses the received notice information to execute cell movement processing.
