A device consists of a disk that rotates at an equal speed and places a disk-shaped recording chart paper 25 on an upper surface or a recording drum for applying a recording chart paper 25 on an outer-periphery surface, a pen arm 29 where the part of a tip pen edge 30 faces on the chart papers 25, and a sensor member 31 for transferring the amount of charge of moisture to pen arm 29. Also, in the sensor member 31, a metal plate that is less affected by a temperature change and a macromolecule compound that can be stretched under the influence of a moisture change are overlapped in one piece, thus simplifying a structure as the sensor member 31, achieving improved sensitive property of moisture, and achieving an accurate, stable, and reliable moisture measurement without any scattering in a measurement result.
