The ion generator 500 generates positive ions and negative ions bound with water molecules from air by electric discharge in the atmosphere. The mist generator 600 miniaturizes liquid into mist state to spray. The moisturizer 100 sprays mist by the mist generator 600 to skin or hair, and moisturizes the skin or the hair by combined utilization with ion irradiation by the ion generator 500.
