PURPOSE: To stably form a uniform developer layer having an aimed layer thickness by regulating the layer thickness by a fine projecting curved surface which smoothly continues and a 2nd plane.
CONSTITUTION: A layer thickness regulating member 12 is provided with a 1st plane 12a on an entering side on the surface of a developer carrier, the 2nd plane 12b which comes in contact with the developer carrier 10, and the fine projecting curved surface 12c which smoothly connects both planes 12a and 12b, and the surface 12c and the 2nd plane 12b are allowed to press-contact with the carrier 10. Namely, the entrance of the developer and the layer thickness are regulated by the surface 12c which smoothly connects, and the layer thickness is leveled to be constant by the 2nd plane 12b regardless of the hardness of the carrier 10. Thus, the uniform developer layer having the aimed layer thickness is stably formed.
