SOLUTION: The motion picture decoding apparatus has a multiplexing means for inputting a code stream encoding information indicating an intra-frame predictive mode associated with blocks and DC component information of a DCT coefficient simultaneously for a plurality of blocks when the predictive mode is selected, and encoding information indicating a motion compensation predictive mode associated with the blocks and motion vector information simultaneously for a plurality of blocks when the predictive mode is selected, and a means for decoding the inputted code stream to reproduce an original motion picture signal.
