To provide a moving image data decoding and reproducing apparatus capable of raising visibility for a user even in high speed reproduction.
The moving image data decoding and reproducing apparatus is provided with: a data acquisition part which acquires only encoded data of an I picture; a video control part which calculates a time difference value between time information corresponding to the acquired I picture and time information corresponding to an I picture output before the I picture, and determines output or discard of an image of the I picture acquired by the data acquisition part according to magnitude correlation of the time difference value to a judgment value obtained by multiplying display time and reproduction speed of the image per sheet; a video decoding part which decodes the encoded data of the I picture; and a video output part which outputs an image of the decoded data for time obtained by dividing the time difference value by the reproduction speed. The video control part determines that the image of the encoded data of the acquired I picture is output when the time difference value is larger than the judgment value, and determines that the image of the encoded data of the acquired I picture is discarded when the time difference value is not larger than the judgment value.
