When the advertisement server 1 discriminates that the moving picture is normally browsed, the advertisement server 1 increases the weight of a category to which the preciously distributed moving picture belongs and decreases the weight of other categories. When the advertisement server 1 discriminates that the moving picture is not normally browsed, the advertisement server 1 decreases the weight of a category to which the preciously distributed moving picture belongs and increases the weight of other categories (step 43). A method of changing the decision probability in response to a weight on the basis of the calculated weight decides a category to which a newly distributed moving picture belongs (step 44).
