To manage data receivers in multicast communication.
When a client device requests reception of multicast data, the client device issues a reception request for multicast data to a reception control server. Similarly, the client device issues a reception stop to the reception control server, when reception of multicast data is stopped. The reception control server manages reception state of each client, based on the information issued from the client device. The reception control server decides whether to allow reception of multicast data by the client device which issues a reception request. If it can be allowed, this intention is notified to a routing control server, and the routing control server, upon receiving the information, controls the routing device, so that the client device transits multicast data.
