PURPOSE: To attain contracting size and lightening weight of a device by providing a means for adjusting pressing force by forming a structure, in which the pressing force of a damper is given by combination of an elastic unit of non- linear spring characteristic with a lever, so that a car can be safety stopped by small suppressing decrease of braking force.

CONSTITUTION: A drag of an elastic unit against pressing force of a damper is determined by lever ratio L1: L2 of a lever, and when increased ratio L2 to L1, since the drag of the elastic unit can be decreased, it is capable of decreasing size and lightening weight of the elastic unit. When the damper 3 is lifted upward by a prescribed value, so as to generate prescribed pressing force Fs, previously by an adjusting screw 52 and a lock nut 53 provided in a lever 50a in one side, and initial compression amount x0 is adjusted. In an emergency stop device, since and elastic unit 100 has a spring characteristic, even when the damper 3 is worn during braking, decreasing pressing force of the elastic unit against the damper 3 is suppressed. Accordingly, a car can be safely stopped.
