PURPOSE: To distribute accurate data with a few management manhours in a short time.

CONSTITUTION: A data inputting part 1 inputs registration data or erased data in plural information processors. An input identificating part 2 identifies data inputted from the data inputting part 1 and stores it in a library file. A communication party managing part 4 manages the address of the distribution destination of data. A communication data generating part 7 generates data to distribute. Then, after confirming whether to previously update data with regard to plural distribution destinations or not, a communicating part 8 transmits data through a communication line.
