PURPOSE: To constitute the device so that a hoisting drum and a centrifugal type damping mechanism, etc., being principal parts of the slow descending device are stored and a cover of a metallic casing fixed to a fitting part of a ladder for refuge is allowed to have rigidity, and also, the cover can be attached and detached with one operation.
CONSTITUTION: A metallic casing 20 is formed by dividing it into a bracket 40 fixed to a fitting part in order to surround a hoisting drum 30 and a centrifugal type damping mechanism, etc., and a cover 41 covering its upper part. Plural projecting parts 51, 52 by plastic working, and a notch part 54 or a hole part 59 fitted to these projecting parts 51, 52, respectively are provided on both sides of the bracket 40, and both sides of the cover 41, respectively, and the cover 41 is allowed to adhere and be fitted to the upper part of the bracket 41 so as to be attachable and detachable. In an edge part in which the bracket 40 and the cover 41 come into contact with each other, notch-like rugged parts 53, 57 engaged to each other are formed.
