PURPOSE: To provide a hair rinse agent composition containing a quaternary ammonium salt, a silicone and a polyether compound as active components and having excellent hair-conditioning effect.

CONSTITUTION: The objective composition contains, as active components, 0.3-5wt.% of a quaternary ammonium salt of formula I (one or two of R1 to R4 are 12-24C alkyl and the remainders are 1-3C alkyl or benzyl; X is halogen), 1-6wt.% of a silicone of formula II (R5 are exclusively methyl or a part of R5 is phenyl, etc.; R6 are exclusively methyl or a part of R6 is OH; (n) is 300-800) and 0.1-3wt.% of a polyether compound produced by adding 5-15mol of propylene oxide to diglycerol. It is moderately removed from the hair by rinsing to remarkably improve the gloss, smoothness and combing smoothness of hair.
