To make a road jammed with vehicles easy to see by prolonging the fixing time of map display when the jammed road is displayed.

A navigator is provided with a traffic information receiving means 9 which receives such traffic information as the traffic jam information, etc., a GPS location measuring means 1 which detects the present location of its own vehicle, map storing means 2 and 8 which store maps, a displaying section 3, and control means 6, 7, and 8 which display a map and the present location of the vehicle on the displaying section 3 and change the displayed map based on the traffic information received from the receiving means 9. The control means 6, 7, and 8 set a present location-fixed display mode in which the map is scrolled while the present location is fixed or a map-fixed display mode in which the present location is moved while the map is fixed and switch the modes to each other based on the traffic information at the time of updating the present location.
