CONSTITUTION: A neuron element 1 for forming a pulse density type neural network by outputting one output signal in a pulse sequence expression with respect to plural input signals respectively connected in the form of a network in the pulse sequence expression is provided with two arithmetic means 15 and 16 for respectively ANDing and ORing the input signal and a coupling coefficient signal in the pulse sequence expression corresponding to this input signal, and signal selecting means 17 for selecting one of output signals from these arithmetic means 15 and 16, and the larger value than the maximum input signal value can be outputted by selecting the OR output from the side of the arithmetic means 16.
