The right and left upper end parts of the newspaper NP are pinched between the respective alligator clips 31a, 31b of a holding means 30 to be held and fixed to a newspaper frame 20. The respective pressing members 32a, 32b of the holding means 30 are turned upward, and the vicinities of the right and left lower end parts of the newspaper NP are pressed to the newspaper frame 20 side by the tips of the respective pressing members 32a, 32b to be held and fixed to the newspaper frame 20. An elevation of the newspaper frame 20 is set to a desired angle by an elevation control means 40, and a fitting member 42 is fixed by a fixing screw 45 to keep the set angle. A support post 46 is slid from a support post 51 by a height control means 50 to set the height of the newspaper frame 20 to a desired position, and the respective support posts 46, 51 are fixed by a fixing screw 52 to keep the height.
