To easily execute water stopping and draining in the submerged joint parts of buoy units by drawing both buoy units on the ocean, draining the water in the submerged joint part in the state of pressing a contact plate to a sealing plate and joining the joint ends in the air from the inside of the buoy units.
The outer side of the submerged joint parts 5a of the one buoy unit 3 to be joined on the ocean is previously provided with a sealing structure 12 in order to execute the joining by welding of the submerged parts in the air. After the buoy units 2, 3 are towed to a place of installation, one end of a strip 4b, such as wire rope, is detained to the detaining fitting 4a fixed to the buoy unit 2 and the other end thereof is drawn by a drawing device 4, by which the water in the submerged joint parts 5a under a water surface 10 is drained and the submerged joint ends 5b are joined by air welding from the inside of the buoy units. The sealing plate 15 and the contact material 16 are so arranged that the initial angle of intersection attains an acute angle. After the front end of the sealing plate 15 comes into contact with the connect material 16, both are press welded and are so regulated as to be bent outward.
