To provide an onboard communication device which suitably gathers information on each vehicle and transmits the information to an information center.

The onboard communication device includes: local-vehicle information acquisition means of acquiring vehicle information on a local vehicle; other-vehicle information acquisition means of acquiring vehicle information on other vehicles present nearby the local vehicle from the other vehicles through vehicle-vehicle communication; representative vehicle setting means of setting a representative vehicle of a vehicle group consisting the local vehicle and other vehicles in traveling states matching a traveling state of the local vehicle from the vehicle group based upon the vehicle information on the local vehicle and the vehicle information on the other vehicles; gathering means of gathering information to be sent to the information center from the respective vehicles forming the vehicle group when the local vehicle is set as a representative vehicle; first transmission means of transmitting the information gathered by the gathering means to the information center; and second transmission means of transmitting the information to be sent to the information center to the other vehicle set as the representative vehicle when another vehicle is set as a representative vehicle.
