First right and left torque springs 33 are wound on one side of a spring supporting shaft 32 and second right and left torque springs 34 are wound on the other side; right and left engaging parts 33a, 33b, 34a, 34b are extended upward interposing prescribed space therebetween; a small-diameter movable pin 36 is attached to a spring engaging arm 22a and placed in the spaces between the right and left engaging parts 33a, 33b, 34a, 34b; a fixed pin 37 and a large-diameter adjusting pin 38 are coaxially placed at the lower part of the movable pin 36 of a frame 21; the fixed pin 37 is placed in a space between the right and left engaging parts 33a, 33b of the first right and left torque springs 33, and the circumference of the adjusting pin 38 is brought into contact with the space between the right and left engaging parts 34a, 34b of the second torque springs 34.
