PURPOSE: To open/close a cover only with the cover rotated normally/reversely by constituting the opening of a barrel which is either fully closed with the cover or fully opened when the cover rotatably attached to the barrel is rotated until the cover is hit against the stopper.

CONSTITUTION: When a cover in an open condition is rotated to a close condition with a sprocket 28 driven, the cover 19 closes an opening first so as to be hit against a stopper 24, and the cover 19 is then combined with a barrel 11, so that they are integrally rotated. The rotation of the barrel 11 allows specified disposal to be carried out, the barrel 11 is moved to an unload section with a moving frame 10 operated thereafter, the sprocket 28 is rotated by a driving chain provided for the unload section, and when the cover 19 is rotated to the open direction, consequently, the cover 19 is rotated first so as to let an opening 16 be opened, the cover 19 is then hit against the stopper 23, both the cover 19 and the barrel 11 are rotated thereafter so as to let the opening 16 be faced downward, so that matters disposed of within the barrel are discharged out.
