The operation supporting device 1 is used for supporting the user operation of the information apparatus 2, and the device 1 includes: a semantic similarity calculation section 30 for calculating the degree of semantic similarity between input function information, which is input by the user to specify the function requested to the information apparatus 2 from the user, and defined function information which is defined beforehand to specify the function of the information apparatus 2, a history similarity calculation section 40 for calculating the degree of similarity between the input function information and the defined function information based on the input history of the user, and a substitute function determination section 50 for determining a function which is specified by the defined function information and is substitutable for the function specified by the input function information by using the similarities calculated by the semantic similarity calculation section 30 and the history similarity calculation section 40.
