To actualize an optical access network which can construct network constitution, especially regarding economical aspects and has high expandability.
This optical access network has a wavelength router, which outputs light inputted to an input port to a different output port according to the wavelength; optical subscriber line terminating means which have functions arranged on a relaying side are placed by services or service groups, and send and receive light signals; and network terminating means which have functions arranged on user sides are placed by users or user groups, and send and receive light signals. Further, the network is constituted by connecting the optical subscriber line terminating means and wavelength router, and the network terminating means and wavelength router by optical fibers having more than one core. The optical fiber between the network terminating means and wavelength router is equipped with a control means which performs service multiplexing for allocating channels that the network terminating means handle to lights of different wavelength, and the optical fiber between the optical subscriber line terminating means and wavelength router is equipped with a control means which performs user multiplexing for allocating different wavelengths by the network terminating means.
