PROBLEM TO BE SOLVED: To provide an optical film, circular polarization plate and organic EL display, capable of preventing hue shift or ripple-like unevenness from occurring when displayed on an organic EL display.SOLUTION: An optical film manufactured by stretching a resin film is manufactured by using a resin having an in-plane phase difference variation rate (ΔRo) within a range of 10-20% when an uniaxial stretching having a stretching rate of 15% is performed at a glass transition temperature (Tg)+10°C and the glass transition temperature (Tg)+20°C and controlling the in-plane phase difference variation rate so as to satisfy optical characteristics of the requirements (1)-(3).
