Resin packaging bags (1, 1') having an opening at the top are a gusset packaging bag having a gusset (4) formed by fold lines (6, 7, 8) extending in a direction parallel to the center axis of the bag. Front and rear films (11, 12) of the bag are deviated by a predetermined distance (L) in the width direction of the bag, and gripping margins (17, 18) of widths corresponding to the deviation distance are formed on the right and left edges of the bag. In inflation molding, a tube (T) of a resin sheet or a film (F) fed upward from an annular die (26) is formed locally thick by applying cooling air (A1) to predetermined angle regions (α, β).
