PURPOSE: To form uncuts when paper sheets are longitudinally cut to prevent dispersion of cut pieces when they are laterally cut successively to prevent scattering of cut chips and to prevent cut chips exceeding specific dimensions by providing cutouts on the circumference of a disc cutter in specific parts.

CONSTITUTION: Paper sheets disposed in an opening 12 are fed to an engagement of a pair of disc cutter groups 3 formed with cutouts 8 on the circumference in specific parts. Paper sheets are longitudinally cut by the cutouts 8 with uncuts formed on the cutting line at specific intervals. The longitudinally cut paper sheets are then fed between a plate cutter 15 and a spiral cutter 16 and cut in the transversal direction. On this occasion, cut chips is prevented from scattering by the uncuts formed at the first step paper sheets is cut to specific dimensions and the bulk increase of cut chips is restrained.
