A passage management unit 100 includes a first acceptance section 201 for accepting first personal identification information 311 to identify an individual person and first passage decision information 312 for use when deciding gate passage permission; a second acceptance section 202, installed at the gate, for accepting second personal identification information 321 to identify a person desiring to pass the gate and second passage decision information 322, when the person desiring to pass the gate passes the gate; and a personal authentication section 205 for permitting the person desiring to pass the gate to pass the gate, when a decision section 204 decides that the first personal identification information 311 matches the second personal identification information 321 and that the second passage decision information 322 is included in the range of the first passage decision information 311.
