This block of a flat structure is composed of a base layer 1 and a surface layer 2. The base layer 1 is formed as a planar recessed end surface 1A on one end side of its respective sides with a regular hexagon as a basic shape, and is formed with a projecting part 11 having a projecting end surface 1B parallel to the recessed end surface 1A on the other end, and is constituted so that these recessed end surface 1A and projecting end surface 1B alternately appear in the peripheral direction, and the surface layer 2 is integrally superposed on the base layer 1. The surface layer 2 is also divided into a plurality of deformed paving stone patterns 22 of imitating a paving stone by a groove part 21 formed on its surface. Such a block is laid and juxtaposed on a ground leveling surface flatly leveled in advance. The recessed end surface 1A and the projecting end surface 1B of the adjacent blocks are butted, and a water permeable joint material 5 is filled in a clearance formed between the surface layers 2 and 2 of the adjacent blocks and the groove part 21 of the respective surface layers 2.
