To provide a permeability measuring device and a permeability measuring method, capable of accurately and easily measuring the permeability of a porous magnetic material having a plurality of pores, a granular magnetic material, a powder magnetic material, and so forth, without working on the material.

The permeability measuring device 10 includes a solenoid coil 12; a vessel 14 formed of a material having relative permeability of 1 inserted into the solenoid coil 12; an inductance measuring section 16 for measuring the inductance L, when pellets 20 having many interstices are charged in the vessel 14 and the inductance L0, when the vessel 14 is vacant; and a permeability determining section 18 for determining the permeability μ of the pellets 20.
