To provide a personal information protection system that implement personal authentication using biometrics information by proxy application, a personal information protection method, and a personal information protection program.

A proxy himself/herself is identified by biometrics authentication using biometrics information recorded on the proxy's IC card, and whether or not a requester has requested the proxy to apply for the registration or acquisition of the requester's information is identified by biometrics authentication using biometrics information recorded on the requester's IC card. The proxy registration or acquisition of the requester's information is permitted only if it is determined that the proxy registration or acquisition application has been requested of the proxy by the authorized requester, so that unauthorized registration or acquisition of requesters' unauthorized information by masquerading proxies for the requesters is prevented. The registration or acquisition of the requester's information by the proxy is permitted after the acquisition of a principal decision confirmation signal issued by a decision confirmation system, so that the registration or acquisition of other persons' information by proxies using unauthorized ID numbers is prevented.
