This phenol resin composition includes: a copolymer (I) of an acrylic ester monomer and an alkenyl phenol monomer; and a phenol resin (II), wherein the copolymer (I) fulfills following requirements (A), (B) and (C): (A) the weight ratio of the acrylic ester monomer/the alkenyl phenol monomer is 95/5 to 65/35; (B) the weight average molecular weight is ≥40,000 and ≤90,000; (C) the glass transition temperature is ≤-10°C.
