To form a phosphor screen with no drop in luminous efficiency by forming a phosphor layer containing a resin component mixed with phosphor particles, backing it in the atmosphere, then removing the surface of the phosphor layer through etching.
Preferably, etching is dry etching using argon or carbon tetrafluoride or wet etching, using a nitric acid aqueous solution or a sodium hydroxide aqueous solution. In order to decompose and vaporize a resin component contained in red, green, blue phosphor paste, the surface of a phosphor layer 11 is covered with a deterioration layer 30 by baking it in the atmosphere. The containing of ethyl cellulose in the phosphor paste and the backing in the atmosphere are indispensable so that luminous efficiency drops unless the deterioration layer 30 is removed. By removing the deterioration layer 3 by etching for example, the phosphor layer 11 is exposed. A back substrate and a face substrate produced like this are stuck, a discharge space is evacuated, and a discharge gas is sealed to obtain a PDP.
