Abstract:
PURPOSE: To obtain the highly efficient picture coding method and picture coding device without causing picture quality deterioration with respect to the picture coding method and picture coding device used when a digital picture is compressed, sent and recorded.
CONSTITUTION: The device predicting a coding object picture and encoding the picture, in which a picture is divided into blocks comprising plural picture elements close to each other, a reference picture is used to obtain a motion vector, the motion is compensated, a coding object picture is predicted and coded, is made up of an independent block detector 1 detecting a block in an area from which the regularity of the motion vector is not obtained as an independent block and of a coder 30 applying independent coding processing without being independent of a reference picture in the independent block. Thus, it is possible to eliminate after-image noise of a mobile body and the picture quality is improved.
