PURPOSE: To improve the efficiency of an operation for specifying a specified area by automatically generating the specified area for respective moving pictures based on the motion vector of the instructed specified area.

CONSTITUTION: Address values (xs, ys) and (xe, ye) for indicating two points on a screen supplied to an input terminal 25 are supplied to a block address conversion circuit 28 as the object area of picture quality improvement. The circuit 28 generates block addresses (Xs, Ys) and (Xe, Ye) including the instructed specified area based on the inputted address values (xs, ys) and (xe, ye) and supplies them to an instruction area generation part 29. The generation part 29 automatically generates a picture quality improvement area by retrieving the motion vector to be adapted to the area instructed by the block addresses from the motion vectors for the respective blocks supplied to the input terminal 30.
