PURPOSE: To make the capacity of a storing device small and shorten time for storing by omitting all white picture element blocks according to instruction of a controlling flag and storing only blocks having black picture element efficiently.
CONSTITUTION: Picture information read by a clock CLK is added to ternary buffers 20, 21 by the sensor 10 of a picture information storing system, and output Q of a D type FF80 set by a synchronizing signal SYN is added alternately to buffers 20, 21, and the picture information is added to buffer memories 30, 31 portioning it for 1 line. Clock CLK is counted by an address counter 7 to which output Q of the FF80 is inputted. Output is inputted to selectors 40, 41, address from a central processing unit 50 is selected and the address is added to memories 30, 31. The program of an ROM60 is added to the unit 50, and all white picture element blocks are omitted by the selectors 40∼41 according to instruction of controlling flag from the unit 50, and only black picture element blocks are stored in a storage device 90. Thus, the capacity of the unit 90 is made small and time for storing is shortened.
