Abstract:

PROBLEM TO BE SOLVED: To record still pictures without losing the picture quality and the retrievability, even when using a coding system common to moving pictures.
SOLUTION: If digital image data inputted to a terminal 201 are still pictures data, the data are held in a still picture frame memory 203 through a still picture hold switch 202. When an instruction to record still pictures is inputted, a still picture record control circuit 205 connects a switch 204 to the frame memory 203 for a specified time to input identical still picture frames continuously to a coding loop. It controls a motion compensation predictor circuit 219 to forcedly stop the motion compensation in recording the still pictures, thereby restraining the generation of motion vectors. It further controls a quantizer circuit 209 to code with smaller quantizing steps in the still picture recording than in the moving picture recording.
