PURPOSE: To suppress an event of a picture not easily observed due to a mismatching error by coding the mismatching error and decoding the coded error so as to correct the mismatching error.
CONSTITUTION: A difference C9 is generated, which comes from 4×4 sets of predicted picture data obtained by extracting predicted picture data generated from high resolution data stored in a full resolution frame memory 63 within a prescribed range and 4×4 sets of predicted picture data with 174 resolution stored in a 174 resolution frame memory 121. The data C9 are outputted to a variable length coding circuit 116 via a switch 115, coded and sent to a decoder side as a difference bit stream. Furthermore, the data C9 are fed also to a computing element 124. The computing element 124 adds prediction picture element data C7 outputted from a motion compensation circuit 122 and a mismatch error C9 outputted from a switch 115 and outputs the result C5 to a computing element 120.
